Layers configured to be visible to not appear in viewer

Solution:
If you have configured Layer Themes, and then add new layers to your Essentials Site, but do NOT configure those new layers in your Layer Theme, those layers will not be visible in the viewer. If you have also removed the "All available layers" default theme, then there will not be any indication in the viewer that this has happened.
