Essentials Manager web.config file was locked. To unlock it:

Solution:
Essentials Manager web.config file was locked. To unlock it:
- Commented out all the keys in the appSettings section of C:\Program Files (x86)\Latitude Geographics\Geocortex Essentials\Default\REST Elements\Manager\Web.config
- Unlock the app pool in IIS (Under the RestManager site on the right sidebar, click the link to unlock the app pool)
- Remove the comments around the keys in the previously mentioned web.config file
- Rerun the post installer
