3A-LM-UT License Controller and Server – VertiGIS Support

The license controller is necessary on each client
The license server is to be installed only on the computers, which administer also license keys (i.a. centrally a server)
If the license server is installed "blindly", there are such messages in the Windows event display after each restart of the computer concerned:
```
Service "3A-LM-UT License Manager" was terminated unexpectedly. This has already happened 1 time
```
The setup for the 3A-LM-UT licensing can be controlled in silent mode via the switch ADDLOCAL=Client or ADDLOCAL=Feat_License_Controller
so that only the license controller is installed.
