To work with data offline, all map services included in your web map must be configured for offline use. More details can be found in ArcGIS Server documentation: Prepare data for offline use.
A VertiGIS Studio Mobile app can also be configured to support a Mobile Map Package (MMPK). An MMPK is an offline-capable package that contains basemaps and features and allows you to perform search and identify operations, even while offline. However, if you want to edit data offline, you must use Map Areas. For more information about MMPKs, see Esri's Share a Mobile Map Package.
VertiGIS Studio Mobile apps also support the use of large, high-resolution tile packages (TPK and TPKX) or vector tile packages (VTPK) while offline. Users can sideload tile package files onto mobile devices via iTunes in the case of iOS, or by using the file system in the case of Android or Windows.
