Client workflows are always saved to AGOL/Portal. The default storage location for server workflows is: C:\ProgramData\Geocortex\Workflow\Workflow or in C:\ProgramData\VertiGIS\Workflow\Workflow. You can change this in the data directory options in the VSWF post-installer:
