Why do the legend items of external OGC WMS layers look different to the legend items of ArcGIS-hosted layers in the exported legend pages?

This is because the legend items of ArcGIS-hosted layers define the symbology of their features in a different than WMS layers. WMS layer legend information is requested as a pre-defined image from an external Geo Server with potentially different layout and styling.
