Cannot download base map from openstreetmap

Hi,

I'm getting some trouble trying to print openstreetmaps. This is the error message I got from the system logs:

<Event Timestamp="2022-07-21T10:12:31.5782843+10:00" Level="WARN" Identity="Guest"><Message>Tile request 'https://b.tile.openstreetmap.org/13/7573/4790.png' failed. The request was aborted: Could not create SSL/TLS secure channel.</Message></Event>

I thought this could because of the TLS 1.2 issue. Tried to follow this instruction:

But still not working.

The server has .NET framework 4.7 installed.

Any ideas?
