Workflows and Reports Option to be grayed out

I have added reports and workflows in the results details section of Studio Web. This is tricky because you can blank add reports to the section that can be ran not meeting the conditions to run the report. I know you can assign these things to layer specifically but that doesn't stop something added at higher level.

I want the options to appear regards of the layer assignment but I would like to be able to gray out those options if you don't meet requirements.
