Let the user mark a layer directly in the layer catalog as a favorite

Our users are requesting a feature that allows them to mark layers directly in the layer catalog as favorites.

This would enable them, the next time they open the layer catalog, to apply a filter and view only their favorite layers.

We do not consider it a viable option for users to create their own favorites in the Portal, as they are not familiar with using it.
