Allow defining labels for all layers

In GVH, it was possible to define labels for all layers in a feature- or mapservice. In Web, this is only possible for layers that already have labels defined in the service (i.e. hasLabels=true)

Can this be changed so that the functionality in Web is the same as in GVH?

  The same applies to be able to Add labels to layers imported from a file (e.g. shapefile)
