Control data link visibility

Is it possible to control which users/groups are able to view specific data links on a map layer? I looked around in the settings in VS Web and Workflow and couldn't find the answer.

I was able to control access with a group, but instead of hiding the data link the application throws an error, which is expected I suppose. I can change the failure behavior to silent, but the data link tab will still show up in the results and just be blank, which I think the users will interpret as no records, not that they shouldn't be able to see the tab at all.
