Use relationship name rather than ID

The edit.display-add-related-feature command takes a relationship ID as parameter. 

However, when (re)publishing a mapservice, or publishing it to a different environment, the relationship ID's sometimes get different values, causing the command to fail. 

I think an additional property should be added to DisplayAddRelatedFeatureArgs so that we can specify the name of the relationship rather than the ID.
