Web Command: Add ui.display-notification Timeout Parameter

It would be helpful if the ui.display-notification command could have a timeout parameter added to the DisplayNotificationArgs argument. Would allow a more passive use of the notifications - "Hand tight!", "Loading data...", "We will be in contact with you shortly."

  For info and success messages there is an option to enable or disable a timeout (you can't control how long it is).
