Add tooltip to button settings

Would like the ability to set tooltips for buttons, in addition to title and icon which is the current options. Currently the title appear as a "tooltip" when hovering over a button, which is not very useful if the title is set to visible.

  Not planned, but we can consider adding a tooltip feature to menu items (buttons, toolbars) in the future.
