What is necessary for the option 'LV95 -> LV03' to be available for selection during DXF export and do I need a special license for this?

By installing Reframe DLL from swisstopo, the option 'LV95 - > LV03' is activated in the GeoDXF tool.
The use of this option does not require an additional license.
