Add options to control whether system.open-url opens in a new tab, window, or in the same tab

Right now, the command system.open-url always opens the URL in a new tab.

It would be very useful to have more options here: 

• open in new tab
• open in the same tab
• open in a new window

  I've moved this to Web because commands and operations are not defined by workflow. It just passed the name and parameters to the host application.
