Have a way to turn off layers from Filter like we can for Query

Need to control which layers are visible in the Data Source list for out-of-the-box filter tool. We have multiple use cases where a layer isn't turned on by default or isn't enabled until a workflow initialized that are showing up in the data source list, confusing our end-users.
