Planning Module - Look and Feel

Feature Request Summary: 

The ability for user to assign a different Look and Feel for when they are looking at a Project database, Operation database or Base database.

Description/Use Cases: 

The GUI can be assigned to change Look and Feel between the different databases, allowing the users to easily notice which database they are currently operating within.

Improves the functional of users understanding which database they are currently within.
