Map tips - enable on layers like Identify/Query/Search

I'd like to be able to chose which layers will display a result in the map tips when a user makes a mouse click on the map. We can already decide if a layer will be included in Identify, Query, and Search, and I'd like to add one more toggle at the layer level for map tips.

Currently the map click event is configured to do an Identify.
You can re-configure what the map click event does.
Today, you'd enable disable Identify to get the behavior you describe.

In the Html5Viewer of Geocortex, it was possible to have a distinction between:
- Click on the map => return features of small set of layers (by default via map tip)
- Identify tool => return features of big set of layers
In VertiGIS Studio Web, it is not possible to have a distinction between these 2 actions.
A click on the map will return the same features of an identify, so mostly a big set of layers, which is not desirable for customers with lots of layers.
The workaround to put a custom workflow behind the map click event, is no flexible solution for our customers.
A possible solution would be to get this from the web map configuration:
