More compact lay-out for panels VSW

RELEASED: Web 5.32 - not exactly what you asked for, but we did go through and make the compact view far more compact. The controls for a panel will continue to be in their own area.
It would be useful to have more compact panels. In html5 viewer, the same functionalities were more compact. Most users want to maximize the map, so don't waste space in/around panels.
Examples:
panels use extra space instead of sharing space with underlying elements to place buttons to minimize, maximize, close

I second this. We are migrating from the HTML5 viewer and the very spacious layout is one of the first things we got as feedback.

I completely concur with this - to the point where we're actually embedding our own CSS to do some very simple compacting ourselves, which should not be needed. Our users really dislike the new layout when compared to the GVH5. There's just way too much wasted space around everything. I see there's some work being done on it with more compact options, which is good - so it will be interesting to see where this heads.
