Visibility filters drop down lists are too restrictive for collaborations

Through AGO partnered collaborations, we share VertiGIS Studio apps to other organizations. We want to use the visibility filters to assist with AGO permissions and separate concerns for different departments in the organziation,.

I am able to add usernames or group IDs from the external AGO via Item Manager, but the Web designer does not let me enter values that do not exist in the drop down list since it is restricted to only users/groups in our AGO. 

This restriction makes sense, that it is not reading all of our partnered collaborations, but I'd like to be able to freely enter user/group values in the Web/Mobile designer UI, instead of having to use Item Manager.
