Filter layers for "Add Layers from Arcgis Portal" by group
Currently we can filter the layers that can be added by users with a tag. The problem is that users can add this tag in Portal themselves too, polluting the layer list for the whole organisation.
A more fitting solution would be to filter these layers with a Portal group.

In addition to filter by group, it would be great if the command allowed more granular configuration options.
In our case, we want users to see different items depending on the source they select - My Content, My Group, or Organization Content. Currently, the restrictive tag filter is applied across all portal sources rather than being limited to a single source.
Allowing restrictive tags per source would enable organisations to curate what public users can add under Organization Content, while still giving internal users flexibility to sign in and access their own content and group-shared layers.
As it stands, the tag filter behaviour feels counterintuitive given the purpose of user sign-in.
