Transport containers: Remove the "Delete" option in logical assignment tab

Feature Request Summary: 

The ‘Delete’ option should be removed from TC’s logical assignment and users should have the option to add it in library.

The ‘Delete’ option in TC’s logical assignment should be removed:

It should be like NE’s Mux usage:

Business impact of limitation or missing of the feature:

Users by mistake can delete bearers thinking they are removing not deleting it, so they must recreate the TC’s again.  The ‘Delete’ option should be available only in the search window and explorer tree and have an option in library so every user can add it to logical assignment if preferred.

  Can this be made into an library option instead of just removing it, so some business can keep the ability.

  Upvote.

  And as Cameron Lay states, a library option for administrator to enable/disable (which is what I believe Gina is asking for as well).  

  That library setting would need to be DB-maintained and not user/role-specific really (would not want a software upgrade to wipe out that custom tag and admin forget to re-enable because new software release defaulted back off)
