Report maps showing all map layers

Hi, The overview and selection maps in my reports display all the map layers in my viewer.  This happens even if the layers are toggled off in the layer list?  This started happening after I upgrade to Essentials 3.5 and Silverlight 1.3.  Is this a bug?

  Hi Dan,

  This does indeed appear to be a bug. I'd seen it with WMS services, but not with ArcGIS Server services, but I can definitely reproduce the issue using your public sites and Viewer. We're trying to determine the cause now.

  I'll let you know when I know more.

  I'm seeing the same on reports generated from the "Create a Report" map tip link.  However, when the same report is generated from a workflow the correct layers are displayed.  This is with ArcGIS Server services.

  My "solution" for this was to publish all my map services with all the layers turned off by default. It's still a bug, though.
