Buffer a Selection

We often need to make maps for council that show a particular parcel with a 500' buffer.  Should have the ability to buffer a selection.  Much more work to trace a parcel in the identify tool and do a buffer there.

It would also be nice to have selection tools period.  Having to do an identify, and then select from results pane is confusing to users.
