Opacity no longer works for Tiled Layers Essentials 3.7
In 3.6 we set the opacity for a tiled layer, in Manager, to 25%. The layer would render correctly when we hit the site. In 3.7 we can save the opacity level but the change is not reflected when we bring up the site. The problem doesn't seem to occur when dealing with dynamic layers.

Just ran some more tests. We update both Essentials and the Silverlight viewer. The opacity shows up with Essentials 3.7 and Viewer 1_3 but not with Viewer 1_4. This may belong in Silverlight Viewer section.

I've tried to reproduce this a few different ways, with both base and operational cached layers, but it all works for me. If you could zip up your site directory and send it to support@latitudegeo.com, I'll have a look.

Upon further investigation, we have uncovered a bug with our base map control that can reset your initial map transparency -- if you have only one base map, and there's a transparency set, it will appear at 100% opacity. If you have multiple base maps, the opacity may initially appear correctly, but using the base map control will still reset the transparency settings for all layers. We'll have a fix for this in our next Viewer release (issue: GVS-1906 - Base map transparency is not respected).
