HTML markup not avialable

I recently upgraded to Essentials 3.7 and the HTML markup pallet is not available when I attempt to change layer details.  What might I be missing.

  Hi Scott,

  I've got a similar post going in the Silverlight Viewer forum.  Also can't find it, or the doco.

  In case you didn't hear anything back from your other post, apparently the markup is only available in firefox, chrome and safari browsers.

  The formatting toolbar is in fact available in IE, but there is an outstanding bug which periodically causes the toolbar to not display in IE.
