Theme Configuration

Some idea's to consider re theme config:

1. Ability to call a theme as a startup action for SL Viewer
2. Theme Security (future layer security model may meet this requirement).
3. Default theme display determined by user (role) when security implemented

  The ability to set the default layer theme based on user login would be great!
