A better way of setting initial extents

I'd like to see a better implementation of initial extents (and full extents).  It would be nice to center on a given map layer (city limits etc).  Also, when the Silverlight Viewer displays the map, the initial extents get affected by things like the monitor size/aspect, and whether or not the map layer panel is displayed.  I haven't found a way of centering the map on the city limits (with ~10% envelope) that works consistently across monitors, and across sites that have the map layers panel enabled/disabled.  The map often gets shifted horizontally.
