Support USNG and MGRS in the coordinate tools (GVH-9402, GVH-15440)

Local Governments are in great need for coordinate tools that can provide USNG coordinates based on a mouse click or hover. It would be a really nice feature of essentials to include this capability into the out of the box corrdinate tools availbe in the essntials viewers.

  The USNG has been adopted by search and rescue and firefighting operations, so more emergency management will be using this. We have a need for this now as well. Would love to see this out of the box. Thanks!

  Support for USGN and MGRS is being considered for inclusion in the 2.8 HTML5 viewer. As support for both systems would likely be added at the same time, I've updated the title accordingly.

  Support for MGRS and USNG will be available in Geocortex Viewer for HTML5 2.9.
