Make Extract Markup to Shapefile a standard tool

The ability to extract markup to shapefiles was one of the selling points of Essentials for us back when WebADF was predominant.  The lack of this function has been a problem for us ever since we moved off WebADF. 

The code gallery example of the "Extract Markup to Shapefile Tool" for the Silverlight Viewer worked for us but was a short lived option.  We need the extract markup tool to be available for AGS 10.1 and future versions of the viewers, without having to worry that the function is going to break with the next update.
