convert jpg image to pdf in workflow

I cannot find a way in the current software to convert jpg or bmp to pdf.  Our users would like pdfs with images from various sources compiled into a single pdf.  The basis for building this product is the result of screen queryies for the key topic of an image search, such as township range and section.  these searches go to our scanned documents library which has jpg image and pdf images.  I would like to programatically convert jpg to pdf, then use the append pdfs workflow activity to build the desired document.  I cannot find this conversion capability with the microsoft drawing or imaging functions, so I believe this capability would need to be acquired or developed for essentials as an enhancement.
