Geocortex Tile Cache Service

I was trying to play around with the new BaseMapCache module and configuration.  In the Admin and Developer pdf, it mentions,

"The Base Map Cache module requires Geocortex Tile Cache Service to be running. The Geocortex Tile Cache Service is installed separately."

Is this something that is included with Essentials or do we need to purchase an extension or Optimizer to have that added?
