add dynamic workspace and dynamic layers functionality to essentials

Folks--

I had a ticket with esri to explain how to use the dynamic workspace functionality.  you can create this configuration for arc server 10.1 with the 10.1 manager, but you can only access the dynamic files in the workspace through programming. they provide sample code for it.  Its a desired item but i think GE should provide the interface to them out of the box. thats an enhancement, so I will make the suggestion on the ideas page.
