Map Tips dont display right on hover

When having Map Tips set to hover, they only show up when the curser sits for awhile, and if it is a point you have to be dead center in the point for it to show up.  Would be nice to have a radius you can specify for the map tip and if it would display faster like it does with ArcGIS Online Applications. 

This is a major deal breaker for most when the map tips are too slow/unresponsive.
