Add map services within a workflow

Does anyone know of a way to interactively add map services to a workflow during runtime? The best I've been able to see is to add features to a graphics layer, or already have the layers present on the map.

My hope is to be able to determine which layers have features within a buffer, and then add those services to the map to serve as layers on a map in a report. I'd also like the user to be able to browse the selected features in a table.

I've got the buffering and selection of features down, just need to figure out how to add layers to the map.
