Disable Download to CSV and Shapefile for Certain Layers but not for whole site

Disable Download to CSV and Shapefile for Certain Layers where there is a data security need.  This would allow users to download data that they own, but not allow them to download data where terms of service would be violated (certain datasets that were purchased for example)
