Modify map tip style sheet

Has anyone successfully modified the look and feel for (call out) map tips in the HTML5 viewer?

I've tried modifying both general 'common.css' and site specific 'Desktop.css' style sheet files and haven't had any luck.

Just wondering if it's even possible and if so, whether I'm on the right track.  Thanks.
