Is it possible to cluster points in a map service or is that only available for feature services? I'm showing highway cams and it would be great to be able to cluster them in some areas but I have no need to edit features.

  Yes, you can use feature clustering on map service, i.e. non-editable, layers. In order to enable it, you have to add the map service layer as an individual feature layer to your site.
