    You don't have to a have a layer in your layer list for map tips to works in the GVH, but the layer does have to be checked as visible. The easiest workaround for this is to publish your layer with no symbology. That way you can configure its settings in GE, have it turned on in your map but not in your layer list, and your users will be able to view its map tips without actually seeing it.

    I actually tried this and it does work. I'm just concerned about the resources that it consumes. This is a very large dataset with over a million features. We have cached the map, but want to utilize maptips. The workaround requires that this large featureclass be published in another service. Even though there is no symbology, I've found that performance is still slow and it consumes server i/o and memory. 

     

    This is not entirely what my question was aimed at initially... But the workaround as you mention, comes at a cost. If we could apply maptips to our cache, our problems would be solved.

    AH! I take it back, it looks like I CAN enable maptips on my cached map service. 

     

    It was a little confusing how it was added to the layer list. I couldn't add the feature of the map service, I could only add the map service, but it automatically hides the feature from the layer list. I'm able to adjust properties of the feature of the cached map service, it's just not added the same was as layers from a regular map service.
