Does "showfeaturetemplatepicker" viewer command work?

I'm attempting to call the ShowFeatureTemplatePicker viewer command from the home panel of my app like this:

 

<a href="command:ShowFeatureTemplatePicker?https://..../FeatureServer/0">Create Incident</a>

 

Nothing happens when link is clicked. The documentation states that the command takes an optional arg - "A feature layer for which to display templates". I have also tried it without the agrument, with no success.

 

We are at essentials 4.4.2 and html5 viewer 2.5.2
