Cannot Delete Map Service, Apply Changes, and Save Site

I have a map service that I would like to delete. It has been deleted from the Layers tab, but when I try to delete it from the Map Service tab, I'm able to delete it and it is removed from the list, but when I apply changes and save the site, it reappears. The behavior also happens when unchecking the layer to make is invisible. I"m able to uncheck it, but it reappears after I've saved the site...Is this a bug or am I just doing something wrong?

 

As seen from the images below, the "Sections" group under the Map Services tab is what I'm trying to delete. It has been deleted from the Layer List tab.

  You might try putting it back into the Layer List, and then delete from Map Service first, and then from the Layer List if it is still there...

  Are you using site inheritance? I ran into a similar issue and that was the culprit. I ended up setting up a new site from scratch to avoid the headache.
