Rest Manager - This page can't be displayed

When attempting to access the Rest Manager  (../Geocortex/Essentials/RestManager) in IE or Chrome  I get 'This page can't be displayed'

 

IIS7 appears to be working fine.  I have completly uninstalled and reinstalled Geocortex to no avail.

 

Windows Server 2008 R2 SP1, IIS7, Essentials 4.5.1 (was also failing with an earlier version of essentials)

 

Any help appreciated.

  Appears to be an ssl cerficate problem.  As a work-a-round until I've sorted the issue I have switched IIS to self signed certificate and can now log into the Rest Manager (ignoring browser warnings).
