Only calls to services contained within layer theme, when opening site with layer theme URL parameter?

Now, when opening a site with a layer theme URL parameter, all the services configured in the site are being called at startup. This is especially an issue when using the viewer on a smartphone, the viewer takes a long time to load because it’s making lots of requests and getting the responses takes more time when using a mobile connection. Wouldn't it be better if only the services contained within the layer theme are called at start-up when opening a site with a layer theme URL parameter?
