Map Tip Still Appears even if Map Tips aren't enabled for layer

I am having an issue with my map tips appearing in my web map, even when map tips aren't enabled. FOr example, I only have map tips enabled for the large red dots. However, when I clikc any where on the map other then a red dot, a map tip appears ( I changed the language file, that is why it says 'Loading...') Is there a way for the map tip to ONLY appear when a layer is clicked that has map tips enabled?

  Good morning Lisa,

   

  Currently, there is no way to disable these.  We have an open improvement that will allow you to hide these map tips, that has been prioritized (although there is no target version yet).  The tracking number for this improvement is GVH-8994.  I'll add you as a stakeholder.

  Hi Lisa. It's been prioritized by the viewer team, which means they intend to do it, but it hasn't yet been included in the 2.8 plan (which is pretty full already). I'll check in with the team after the 2.7.1 release and post an update here in a week (even if the news is "no news").

   

  Edit: This is still not planned for 2.8.
