Not in the core product, no. Essentials will allow you to export a georeferenced image (BMP, JPEG, PNG, or TIFF) via the viewer, but doesn't support GeoTIFF or PDF. Our professional services team did implement a custom solution a few years ago for georeferenced GeoTIFFs, so if that's an option you'd like to explore, you should let your account manager know.

I would also support georeferenced PDFs - our fire guys are using a product called Avenza that works with GPS to track location on these.  I was making a VERY large wall map, and created a PDF to print it with overlapping panels.  I gave my fire guy a copy to proof before I went to print, and he had taken my 200 MB PDF and imported it into Avenza, and he now has a detailed map of the whole City that he can use on his iPad.  It is fairly slick.  I could see a use scenerio where Fire, or other City field crews, would want to get an even more detailed view, maybe with an aerial, for a specific purpose out in the field.  In the morning, before going out, they grab what they need and go.  They don't need to be connected, and its very simple.

@Jordan - Current versions of Essentials supports GeoTIFFs not GeoPDFs using the Export Map function. In addition, you can create world files for PNG, JPEG, and TIF formats.

@Mike - We use Avenza PDF Maps for the same purpose, however, it is a rural situation with little to no cellular coverage. So any mobile application that needs to "call mommy" doesn't work. And after some in the field testing the vast majority of the First Responders preferred the simplicity of Avenza's software over everything else we gave them to test.

Avenza PDF Maps actually consumes GeoTIFFs better that GeoPDFs. The software when consuming a GeoPDF actually renders it to a GeoTIFF. Have them try using the Export Image command and load into PDF Maps.
