cached imagery not showing at some scale levels
I created a lightweight orthophoto viewer for our staff to use so they can compare imagery year by year. All 3 services are cached at the same scales yet some show at, say, 1:10,000 but some don't. When I checked the cache status in the service settings 100% of the tiles were created for all scale levels. WTH.

I would double check the services and the caches. The status is not always reliable.
Do you put in a placeholder for missing tiles?

Do you have these same services in anther HTML5 site? There were a number of changes going from Silverlight to HTML5. Look at the REST end point for the service that is not displaying correctly. At the bottom, what are the Min and Max Scale? 0 -
Also, I noticed that the base slider widget often doesn't play well if you haven't removed all of the tiles from the services or/and if there are a lot of permissions on the site... 0 -
