Reference site lacks base maps

After republishing one of its map services, my reference site no longer shows any base maps from the parent, despite that they are checked on. This is true even in Manager. The republished service displays just fine. In Silverlight the base maps do display, so this is a problem specific to GVH5. I'm running 2.7. Will someone explain how to correct this problem, please?

  I was unable to correct this. Perhaps it's a 2.7 bug? I instead created an empty site and imported the services from the one that was not working anymore. So my new site is no longer a reference site.
