Permissions - Allow before Deny

Geocortex needs to allow the administrator to set up permissions where allows can take precidence over denies. Currently, the software is set up so denies always win. This is causing issues within our organization when we need to hide layers for all of our users except for a single group. Right now we have to go through each group and deny access to all of them except for the group that requires access (we have dozens of groups), and if a user is in multiple groups, the deny always trumps the allow.
