Why is my dynamic layer fuzzy?

I have two different services, each with the same parcel layer (I copy and pasted), and both services have the exact same settings, as far as I can tell - In one site they look fine, yet in another site they are fuzzy as are labels.  Any idea what could cause this?

  I forgot to set the Image Format on the Display Settings tab in Manager when you edit map service properties...

  For reference for others, setting the Image Format to PNG32 typically produces a much smoother looking vector layer, including labels, than keeping the default (which I believe is JPEG).
